This Agreement describes the terms and conditions that apply to your use of the Services. It is a legal agreement. This Agreement outlines the terms and conditions governing your use of our services. It is a legal agreement for the use of this system, which facilitates the input, monitoring, processing, lending, and recording of data between residents ("you," "your," or "user") who have registered through the Resident Information Form and Barangay 256 ("us," "our," or "we") who provide services within the scope of this web system.
If you do not agree with or understand any terms of this Agreement, please do not check the checkbox below indicating the terms and conditions. By that, you may not proceed and access or use any services provided unless you agree to abide by all the terms and conditions in this Agreement.

A. REGISTRATION AND USING YOUR ACCOUNT
1. Your Account
You are required to create a "Resident Account" before making any requests or accessing services. To register an Account, you or your designated representative ("Representative") must provide the following personal information: full name, gender, date of birth, place of birth, civil status, occupation, religion, address, phone number, citizenship, educational background, and voter status/information. Additionally, if you belong to any of the following categories—out-of-school youth/child, senior citizen, single parent, or person with disabilities (PWD)—please check the appropriate box.
For Single Parent and PWD (Person with Disabilities): We have provided an additional form for you to complete, which includes important details that need to be filled out. This form will require information specific to your situation along with any relevant supporting documents. Please ensure all fields are accurately filled out to avoid delays in processing your application.

For Head of the Family: Please check the checkbox to indicate that you are the head of the family, so we can recognize you as the head of the household for the provided address.
Once you submit the completed registration requirements, your application will be reviewed and verified within the same day or within two (2) business days. After verification, services will be made available to you upon our approval. We reserve the right to deny or reject any application requests.
Only residents of Barangay 256 are eligible to apply for an account to be use in the services describe in this Agreement.
2. Lock and Termination
This agreement is effective upon registration and continues until terminated by us, you, or your representative. You may terminate this agreement at any time and close your account. On the other hand, we may terminate this account or close your account at any time for any reason by notify you a notice. We may suspend ypur account or this agreement, if;
a. Determining that you’re not a resident of Barangay 256
b. You used the Services in a prohibited manner or otherwise do not comply with any of the provisions of this agreement.

B. TECHNOLOGY
1. Web browser
We develop and provide access to the web system that may be used to access the Service. The web system is designed to be compatible with commonly used web browsers, including but not limited to Google Chrome, Mozilla Firefox, Microsoft Edge, and Safari. To ensure optimal performance and security, we recommend using the latest version of your preferred browser. Please note that certain features of the web system may not function properly on outdated or unsupported browsers. It is your responsibility to ensure your browser is up to date and that your internet connection meets the requirements to access and use the services effectively.
2. Ownership of Intellectual Property (IP) Rights
All intellectual property rights, including but not limited to software, designs, logos, trademarks, and any related materials, are the exclusive property of Barangay 256 or its licensors. You acknowledge that, except for the limited access granted by this agreement, you do not have any ownership or rights to the intellectual property provided through the service. You are granted a non-exclusive, non-transferable, and limited license to use the service and its related intellectual property solely for personal use in accordance with the terms of this agreement. You are prohibited from copying, distributing, modifying, or creating derivative works based on the intellectual property without prior written consent from Barangay 256.
C. SERVICES REQUESTING
1. Document/Certificate Application Requesting
After logging into your account, you may access services such as certificate requests. You must provide the required information specific to the type of certificate you are requesting. The following are the services available and their respective requirements:
a. Barangay Certificate
- • Valid ID (along with complete address, full name, and signature)
- • Purpose (indicate the purpose of requested certificate)
b. Barangay Indigency
- • Valid ID (along with complete address, full name, and signature)
- • Purpose (indicate the purpose of requested certificate)
c. Business Permit
- • Valid ID (along with complete address, full name, and signature)
- • Business name
- • Nature of Business (what product/services you provide)
- • Address of Business
d. First time Job Seeker
- • Valid ID (along with complete address, full name, and signature)
- • Purpose (indicate the purpose of requested certificate)
e. Barangay ID Request
- • 2x2 ID (upload a two by two photo)
- • Name
- • Complete address
- • Phone number
- • Telephone Number
Please be advised that we do not provide soft copies of certificate requests in accordance with the provisions set forth in R.A. 7160 , the Local Government Code of the Philippines. As per this law, the digitalization of signatures and the electronic sealing of certificates is prohibited. This ensures the authenticity and legal validity of all official documents issued by the barangay.
Therefore, all certificates issued by Barangay 256 will only be available in physical form. Once your certificate application is approved, you will be required to go to the barangay hall to personally claim your certificate. Alternatively, arrangements for delivery may be made in accordance with barangay procedures.
Please make sure to bring the necessary identification and any required documents when claiming your certificate. We recommend that you check the barangay’s office hours and any specific protocols for certificate retrieval to avoid any inconvenience.
2. Blotter/Complaints
Barangay 256 offers a convenient online service where residents can file complaints or report incidents that need attention from the barangay. Whether it's a minor concern or a significant issue that requires immediate action, we are committed to addressing it efficiently.
This service allows you to submit necessary details regarding any incidents or complaints that require the barangay's attention. Whether it's a noise disturbance, environmental hazard, community dispute, or a more serious complaint, we are here to assist. To ensure that your complaint is processed accurately and efficiently, please provide the following information:
- • Full name of the complainant
- • Subject of the complaint (brief description of the issue)
- • Picture(s) of the incident (.image or pdf)
Once you submit your complaint, it will be treated as a formal ticket within the system, informing the Barangay authorities about the issue. The team will review your complaint and initiate the necessary action based on its severity.
Consequences for Misuse: While the service is designed to help improve the community, we kindly ask that all complaints be genuine and serious. Misuse of this service for non-legitimate purposes, such as filing false complaints or submitting pranks, will result in penalties, including the suspension of your account and possible legal action.
The following are considered prohibited actions:
- • Filing False Complaints: Submitting complaints that are entirely fabricated, misleading, or exaggerated for malicious purposes.
- • Joking or Prank Submissions: Using the service for humor, pranks, or as a joke.
- • Abuse of the System: Submitting multiple complaints for trivial matters, or in a way that clutters or disrupts the service’s efficiency.
Misuse may lead to:
- • Suspension of your Barangay 256 account.
- • Legal consequences if the false submission causes harm or is deemed defamatory.
- • A fine or penalty as determined by Barangay 256, depending on the severity of the misuse.
We emphasize that this system is for the well-being of our community, and we trust that it will be used responsibly to help resolve real issues.
3. Lend Item Service
The Lend Item Service allows registered residents of Barangay 256 to borrow items from the barangay for various purposes. Users must follow the terms outlined in this section in order to successfully borrow items.
a. Requesting to Borrow Items
- • To borrow an item, you must submit a request through your registered account.
- • You are required to provide the following information: a valid contact number, the name or description of the item you wish to borrow, the quantity (if applicable), the purpose of borrowing the item, the preferred date to borrow the item, the return date, and a valid government-issued ID for verification purposes.
b. Processing the Request
- • Once your request is submitted, it will be processed based on the availability of the requested item.
- • You will be notified about the status of your request, including whether the item is available for borrowing.
c. Borrowing Period and Return
- • All borrowed items must be returned by the specified return date.
- • The items should be returned in the same condition they were in when they were borrowed.
- • You are responsible for properly handling the item during the borrowing period.
d. Damaged or Lost Items
- • If an item is damaged during the borrowing period, you will be required to replace it with a new item of equal value or compensate for the damage.
- • In the case of a lost item, you are also responsible for compensating for the full value of the item.
e. Responsibilities of Borrowers
- • You are responsible for ensuring that borrowed items are returned on time.
- • Failure to return an item by the specified return date may result in penalties or restrictions on future borrowing privileges.
- • If you no longer need the item, it is your responsibility to return it before the due date to avoid penalties.
f. Limitations on Borrowing
- • Barangay 256 may limit the number of items you can borrow at one time based on item availability or barangay policies.
- • Barangay 256 reserves the right to deny any borrowing request for reasons such as item unavailability or failure to meet the required criteria.
g. Termination of Borrowing Privileges
- • Barangay 256 reserves the right to suspend or terminate your borrowing privileges if you violate any of the terms outlined in this agreement, or if you return borrowed items damaged or late without resolution.
D. DATA USAGE, PRIVACY AND SECURITY
1. Data Usage Overview
Barangay 256 is committed to protecting your data and ensuring the privacy and security of all information provided by users. This section outlines our obligations in handling, storing, and securing your personal data while using the services of this web system.
2. Collection of Use of Data
When registering for an account or using any of our services, we collect the following personal data:
- • Full name, gender, date of birth, place of birth, civil status, occupation, religion, address, phone number, citizenship, educational background, and voter status.
- • Any additional data required for specific services such as complaints, certificate requests, or lending services.
- • Uploaded identification documents and supporting materials, as required for verification.
We use this data solely for processing your requests, verifying your identity, and improving the quality of our services. Barangay 256 will never sell, rent, or distribute your personal information to third parties without your consent, except when required by law.
3. Data Protection and Security Measures
To ensure the safety and security of user data, Barangay 256 implements the following measures:
- • Data Encryption: All personal data is encrypted during storage and transmission to prevent unauthorized access.
- • Access Control: Only authorized personnel have access to user data. Strict access protocols are enforced to prevent unauthorized data breaches.
- • Regular Security Audits: Our system undergoes routine security assessments to identify and address potential vulnerabilities.
- • Automatic Session Logout: To enhance security, inactive users are automatically logged out of their accounts after a certain period of inactivity.
4. Google reCAPTCHA Integration for Security
To protect our web system from automated attacks, spam, and malicious activities, Barangay 256 has integrated Google reCAPTCHA. This security feature ensures that only legitimate users can access the system by:
- • Verifying human interactions through challenges such as image recognition tasks or checkbox confirmations.
- • Preventing bot-driven attacks and unauthorized account creation.
- • Enhancing the overall security of the system against cyber threats.
By using this system, you acknowledge that Google reCAPTCHA may collect certain information from your device, such as IP address, browser type, and other security-related data, to determine whether an interaction is performed by a human or a bot. The use of Google reCAPTCHA is subject to Google’s Privacy Policy and Terms of Use.
5. User Responsibilities
While we take all necessary precautions to safeguard your data, users also have a responsibility to:
- • Keep their login credentials secure and confidential.
- • Regularly update passwords and avoid sharing account details with others.
- • Report any suspicious activity related to their account immediately.
6. Data Retention and Deletion
Your personal data is retained for as long as necessary to fulfill the purposes outlined in this policy. However, upon account termination, users may request the deletion of their personal information, subject to legal or regulatory obligations that require us to retain certain data.
E. ADDITIONAL LEGAL TERMS
1. Right to Amend
Barangay 256 reserves the right to modify, amend, or update the terms and conditions of this Agreement at any time, without prior notice. Any such changes will be posted on the web system, and the updated terms will be effective as of the date of publication. By continuing to use the services after changes have been posted, you consent to the new terms and conditions. You are advised to review this Agreement periodically to stay informed about any amendments.
2. Governing Law and Jurisdiction
This Agreement shall be governed by and construed in accordance with the laws of the Philippines. Any disputes arising from or related to this Agreement, including the use of the services provided, shall be resolved exclusively in the competent courts of the Philippines. By using the services, you consent to the jurisdiction of such courts.
3. Assignment
You may not assign or transfer your rights or obligations under this Agreement without the prior written consent of Barangay 256. Barangay 256 may assign or transfer its rights and obligations under this Agreement without restriction.
4. Limitation of Liability
To the fullest extent permitted by applicable law, Barangay 256 shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of data or business opportunities, whether arising in contract, tort (including negligence), or otherwise, even if Barangay 256 has been advised of the possibility of such damages. Your sole remedy for dissatisfaction with the services is to stop using the services.
5. User Consent for Communications
By using the services, you consent to receive communications from Barangay 256 related to your account and services. These communications may be sent via email, SMS, or other means as deemed necessary by Barangay 256.
6. Indemnification
You agree to indemnify and hold harmless Barangay 256, its employees, officers, agents, and affiliates from any claim, demand, liability, loss, or damage arising from your violation of this Agreement or your use of the services, including any content submitted or transmitted through your account. This includes but is not limited to, violations of applicable local, state, national, or international laws and regulations.
7. Waiver
The failure of Barangay 256 to exercise or enforce any right or provision of this Agreement shall not constitute a waiver of such right or provision. Any waiver of any provision of this Agreement will be effective only if in writing and signed by an authorized representative of Barangay 256.
8. Force Majeure
Barangay 256 shall not be held liable for any failure or delay in performing its obligations under this Agreement if such failure or delay is caused by circumstances beyond its reasonable control, including but not limited to natural disasters, war, terrorism, pandemics, strikes, or governmental action.
9. Entire Agreement
This Agreement constitutes the entire agreement between you and Barangay 256 regarding the use of the services and supersedes all prior or contemporaneous communications and proposals, whether oral or written, between you and Barangay 256.
By using the services provided by Barangay 256, you agree to comply with the terms outlined in this Agreement. It is your responsibility to review this Agreement regularly and to stay informed about any updates or changes made to the terms.
